PBCA Dumping EFFORT on 2 and 4 Tangerine Private land

Today 5 full loads of outside fill landing on the lots accross the street from my home over 25 feet away from the road that is in a terrible state and has not been repaired in many months. I called and OFFICALLY reported this activity to the RoadSide East and one other board member to report this dumping. This is the day before the 4th of July. Mr. Cooper appeared and confronted the trucks and now has returned with a tractor to smooth the load hills it is 12:30pm. I am uploading my pictures now. I tried to film the dump but I failed. I did get a good film of Mr. Cooper smoothing the dump loads. I was shaking the house was shaking. The cliff Tangerine crack is bigger than ever in the road and in the new fill. :o

We are up to 9 loads and I heard that we will be getting more, These are not the usual assault trucks the ones with the evil graphics so I assume these are ACLAD trucks so they are servicing the dewatering wells but yet they assaulting the landslide with fill. With all of this work on private property I can only see they are going to build a double wide road. If so that will be about 200 more loads. So now we will have 2x the amount of maintenance and 2x the amount of dust? I did not know our community allowed this sort of road in thier CC&R's this road will not look like anyother country LANE in the community that is for sure. All this for the 8 cars that use this road each day :?:

One truck is coming from a private construction excavation site not from ACLAD -
This dirt is from a home building/remodel from out side of PBC.

Rumor was that work on TANGERINE is a poorly conceived unpermitted attempt to shore up the landslide ... as if...so futile! they would be better to stop the upwelling at the coast line with the originally proposed break wall, that is what is pulling from below watch the ground floating in the sea! not from dumping and grading above. The cracks and cliffs that appear above is just a symptom of something moving much much deeper below. :idea:

I think it was the initial grading and surfacing for Crenshaw that exposed the slippy layer to water at the top of the hill that can be point to as the primary factor that awakened the land.

Everytime some expert applys earth moving and grading it ends poorly just look at the records. BUT This time it is much closer to the homes.

Marva are you saying the only way to get the facts that impact our homes and property is to attend board meetings? This is the like the third message from a member that infers that you are not able to raise issues or get answer unless you attend meeting IF this is so please make this a “rule” that is published. I feel this rule discriminates against the disabled and the out of state members of this community.

Again I thought I made this clear, I will not go to a meeting where a board member who curses and threatens me and has caused property damage and has threatened me with a restraining order in public, this person has got the upper hand on the board sensibilities or what ever power he has truly outmatches any concern for saftey or reasonable liablity. I have been lied to and tricked, case in POINT: Chuck of Road Side EAST said to me in MARCH had ”a few days dumping for road repair” this have been three months and over 100 loads later. No road repair only dumping on private land over 25ft from the edge of the community road.

If I am SOO wrong and all this dumping is SOO good then explain this “powerful PBCA logic in road construction” in writing and assure us the PBCA has approved of this plan in writing for all to see, if you cannot do this....then it is safe to assume that all of this is a arm waving back street grading and dumping effort with very little planning that may be unsafe for all of us and cause the landslide to increase or surface land to move.

The PBCA is supposed make decisions and state reasons in writing and then publish the minutes, approve these minutes, people are supposed to be able to raise issues with letters not just meetings, any road works should publish approved architecture plans and schedules just like other members in this community have to do.

Drainage Issues

It has recently been stated the all the dump work on 2 and 3 TANGERINE is repairing drainage issues; I want to point out that … These are the drainage issues that where caused by earlier dumping of hundred of loads of outside fill and raising of Limetrees road bed and the resulting impacts to the another home that cannot be lifted. Giving them Drainage issues they did not have before.

I am concerned that the repair is just moving these drainage issues up hill because now….Now the height of the new lot may cause my property drainage issues! Please drive by and see how much higher and further out the cliff has been extended.


I am concerned that when this outside fill that has been dumped on the active cliff face fills with water might impact the homes below?


I am concerned with the contents properties and the undisclosed source of this soil.


I am concerned that all of this time and effort could have been better directed to the road repair rather than private lot building.


I am not pleased with the resulting impact to my view pipes and a parking lot.


I do not think these are selfish or unreasonable concerns. They are just in conflict with hidden agendas, profits and the “only” PBCA mandatory horse trail.

for DRAINAGE ? what drainage, Tangerine drains fine it goes down TANGERINE it does not go to the left or right. What is a new road getting us as far as drainage?. EXPLAIN THIS. The Riley’s home is now lower than the Lime tree road, that is new but It has always been lower than the Tangerine road so what is a new tall Tangerine Road next to an OLD tall Tangerine road doing for them?,

who made the Riley drainage issue? - - who put them in the hole? How about that “WHO” should dig them out? and not put another home in a whole and risk aggravating the landslide?

Illogical ( raise the roads = water drains into the homes/lots ) :roll:

ROAD ENGINEERING books state to reduce the steepness of a road they should reduce or cut and remove the TOP of the hill not lift the top of the hill 5 feet.
