LETTER TO THE BOARD of PBCA:

Your contractor and board member Mike Cooper and roadsides east Chuck Himmelwright has elected to begin a private owner dumping and grading work right in the middle of our community road project, again. As usual profit and personal gain through dumping, demonstrating little regard to the safety and impacts to lives of the people of PBCA. Please overview and redirect your contractor and project manager to complete the road access and finish grading and pavement before dumping on private lands. Pave first and Dump later. I have asked Mr. Himmelwright to protect our interests but the work is being done on his land so there is no protection or justice to be found there. Perhaps Mr. Himmelwright is putting in his own “ Event Center?”

Board of PBCA you have now been noticed and you are aware of this deviation in work. This is not responsible or safe decision making by the Board, for the following reasons:

□ The work redirected to a private land will delays our road work and keeps the road closed that pushes the work into the busy school time and holidays

□ The work redirected to a private land will increase the road closure and limits access for the fire season.

□ This dumping again is outside soil and the impact to the landslide has not been studied, this just has to be dangerous to an active landslide.

This is my second request, I am respectfully asking for 1) the project schedule and 2) date of completion of this Community based project, 3) who is over seeing this work and 4) clear completed statement of this projects goal. If I do not get a response from our board as to a schedule and date of competition what do you recommend that I do to protect my home and family from another year of dumping and grading with no pavement?

What I am asking for is not unreasonable and is within my rights to know what is happening as a member and as it impacts my life and the lives of others, it should have been done and distributed to all members. Please finish our community road before starting another private project.

Thank you for your prompt response.
