Well it was pretty clear that several large pieces of equipment was pulled out of the Pony Club "free parking" this weekend. Not that I am sad to see them go, but it would have been really nice if they had completed the pavement on the Tangerine Limetree LOOP that impacts 12 homes and families instead of just doing the smaller community road that impacts 4 homes. Tangerine Limetree loop has been outstanding in the PBCA Community minutes since 2005 where they tried to get bids back then four years ago. The actual crack and my new double road is not of issue here, is the complete loop and Cherryhill that is not that active but have not seen full repair in over 25 years.

It saddens me because no repair has gotten done even on the active crack and I hear my friends cars scraping. I am sure that I will be blamed as a troublemaker for stopping the 'so called' repair!

But.. I am happy that so far anyone of fair intelligencia' who comes sees the actual double Tangerine road does not need any further convincing of this tragedy, seems clear without any comments to them that dumping on private land this is not for drainage or road repair. This makes me feel quite chappy, that I am not alone in my conclusions.


THE STALL PHASE
Now that the awful road that has not been repaired forever, will inflame the community against me and my quest asking to stop uncontrolled dumping with the result that I am stopping repair progress. Twisted by this truth, because it is true my complaints may have stopped unmerited work so now we will get nothing.
Ah.... I call this the "STALL phase" - I have been through this Black Mail before, so I am prepared for this. The stop of all repair work will linger in the neighbors minds and hurt their cars front suspensions.... and with this they not see the danger of tons of outside soil experimentally filling a scarp between homes. They will chalked up all the dumping to being "saved" from the landslide. From past experience I will watch as these very nice folks become blind to the fact we have had no actual road repair and will direct their anger at me. So I expect very lame un-neighborly times ahead for me, ah-gain.

I am saddened that we still have the most rutted awful road in the community. To halt road repair of two live cracks that will never stop and have and always had constant land movement in a mere 50 feet when over 1200 feet of bumps and rut work is need, is not right. I hope and pray that some day we can have actual real tangible on tangerine road repair and not just dumping on private land for undisclosed purposes.

I really see that the board has done some truly great things for this community, I sorely wish they could have acted on just one my letters or questioned the actions of thier contracting on the communities behalf in this case with as much passion and care for CCandR's and community safety as they have in other issues, but after 20 letters and probably 50 assorted emails, I just could not get any support or answers... only than more dumping and grading with no end insight, no plan, no oversight.

To bad- I tried real hard to communicate ...no answers, only thinly veiled threats they are going to make it miserable for me, oh as if that wasn't already happening.

BTW: If Mr. Cooper had pulled a restraining order on me last summer like he said, would that have kept him over 200feet from my home?, I should have helped him pull that order!

We sat amongst each other at tonight’s HOA meeting with one thing in common, a love and concern for our homes AND our beautiful community.
Unfortunately you, although aware of the meeting, were not in attendance to voice your concerns to the board or the homeowners in a forum that was purposely set up to listen to our concerns and advocate solutions. We all would have welcomed your presence. Those in attendance voiced questions about the fill dirt, compaction and improvement of the "loop" Road to a reputable geologist. & fAfter a lengthy discussion about the pro's and con's of the project, the majority, if not all in attendance concurred that the improvements to the road continually hindered by your complaints, far outweigh the larger problem of the landslide's affect upon the homes in the area and the impassable roads which would be left to fend for themselves without the process of improvement, which is indeed the goal . The homes in that area would be an island with no way in or out if it weren’t for the associations efforts. The process has been lengthy, yes, as you have considerably hindered its progress, and in doing so have contributed nothing positive to either your experience or that of your immediate neighbors. The weight of the additional dirt is miniscule as it falls into the larger picture, and the addition of it has helped recreate a better, stronger road, if only for a time as the landslide WILL HAVE ITS WAY again and possibly forever. Most importantly, the repair of this road was a project born of a love of community as well as for the safety of you and your property value and all of us who proudly own homes here. Without interference, the project could have been finished, paved. The association will now be digging deep into our budget to PAY. an outside contractor to finish the job. The generous donation of time & labor by the former crew is no longer an option. We all stood to benefit from the hard efforts, time and generosity of those who DONATED both their TIME AND PERSONAL FINANCES toward the efforts to create a passable road for those living along the route. Very few take your stance. Honestly, there is no nice way to say this, but your utube narration and video removes any respect anyone may have given you before listening to it, and I doubt you could regain what you have lost , Nor will you gain the momentum for your views that you had hoped to gather by its publication. My hope is that a worthwhile recipient meets up with your passion as it will gain much from your zeal.

I urge everyone concerned to attend the monthly board meetings and voice your concerns and questions in an open forum. Sending e-mails or posting videos on U-tube is not the proper venue to get the answers you are requesting. I have been attending the monthly board meetings and your concerns have been discussed at length in an open forum. The August meeting, included a geologist that discussed the Portuguese Bend Landslide, was very information, you would have benefited greatly from it. Send correspondence via U.S. Mail, use the P.O. Box provided to all association members, address your correspondence to all board directors. Claudia - I did that I formally wrote letters asking for the road plans, Every question! how it impacted my home, the raising of the road and how it would impact my lot, schedules for pavement and I was ignored repeatedly. I cannot attend meetings because of travel. Just becuase other folks are always home and can attend meetings I am at a great disadvantage, they cannot seem to understand that sometime folks are out of town. If I sound in the dark it is because I have been kept there and bullied with threats.

The minutes are of little content, there is no published agenda. My letters go unanswered, I get threating emails. I am stuck. From the posting above would you feel comfortable to attend a meeting?, I was told to watch out for my life! we are all one community but we dumping without clear plans or communications.

The new hill lot infront of my home has grown taller than my lot, drainage will now be my problem?

What if TANGERINE is higher than my lot?

Is filling the valley more important than making the Tangerine roads driveable?

Why target just this valley? What about the Sweetbay valley water sits there too!

Are we going to fill al the non draining valleys, have they been identified?

Why fill these valleys and not grade drainage?

I could not attend because I was traveling, the HOA is supposed to communciate to all members with out attendance, using written minutes and agendas to communcate all decisions and votes and plans.

Ah, this is evidence of the STALL AND SMEAR STAGE, begin by plant the seed of fear - they wont have access, you have hindered its progress, all work is donated, all for the good of the community, you stand alone, not no work will get done, now it will cost lots of money, now the city will come and get us all, then point the fingers of blame like a witch trail (yawn) instead of looking that I was reacting to the lack of any communications from HOA. It looked like bad activity and I called it as bad activity.

I point the finger back HOA has hindered its own progress by allowing the road to deteriorate to a non accessible stage, while raising the grade and buildinga new lot with out explaintion. I still have many question I will place them to the board if I get ignored again I will do what I have have my rights to raise concerns for the safety and pavement access. HOA stalled the process by not being forth coming with plans, documenting decisions and answers to members concerns.

Claudia I will be glad to have you help me write letters or get some answers? These are some concerns..

WHY DID HOA INCREASE THE GRADE AT THE TOP of TANGERINE?
Why has the grade been increased? This does not fill the valley or improve drainage per Mr. Douglas sermon, This does not stablize the road. This is at the TOP and this only makes the road steeper when the crack causes the slump, in the past they used to lower the top of the grade now it is higher. I do not understand My lot used to be 2ft above Tangerine now the new lot is 2 feet taller this is at the top of the grade not in the valley.

WHAT DID THE NEW LOT construction have to do with filling of the valley or road maintence?

WILL THIS INCREASE IN THE HIEIGHT OF TANGERINE CAUSE ME TO HAVE DRAINAGE PROBLEMS?
If HOA raises tangerine to meet the NEW LOT height then my lot will be lower and all the water will drain on to my house lot and then into the ground. My house used to have a bank now we are already lower than the new grade. This is what happened down slope on Limetree. If we are filling valleys we should start at the top and make sure we have drainage down should'nt we?

ANY CHANGES IN THE ROAD PATH?
Do they intend or did they intend to move the corner? How does that impact my approved driveway plans I have been waiting for years to build a new approved driveway but I cannot since the road keeps getting worked on.

WHEN CAN I RETURN THE CORNER LOT TO NATIVE PLANTS?
When can the new raw top of grade lot be remediatied or planted, the white fill dust is an awful ugly impact to my view. I am glad to do this my self but I do not want dump trucks to run over the plants again. It has been four years of looking at a cylce of raw dirt, weeds, raw dirt.



Has Mr. Douglas put his signature to this fill all Valleys remeditaion recommendation?

Is HOA going to take on the task of landslide abatement?

Why was the valley infront of my home and next to so many peoples home chosen as the first valley to fill?

Why does HOA propose fill instead of cutting drainage to these valleys?

Have we identified all the Valleys in the community that need filled?

Has filling of the Valleys worked in the past?

Has there ever been a problem or resulting issue with filling valleys on the landslide?

Why is this dumping miniscule, but other smaller dumping considered a landslide danger that got citiation for remedation?

Why is Mr. Cooper on record saying dumping any dirt piles are dangerous for the landslide but now it is safe and hundereds of loads miniscule? What changed?

Minutes are posted on the pbca website http://www.palosverdes.com/pbca the day after they are approved by the board. The minutes contain a record of all actions by the board. If you want to know the details of the discussion that led up to the decision, you need to attend the board meetings.

The agenda for the next board meeting is posted on the website when it is made available to the webmaster, usually several days before the meeting.
